FORCED DISPLACEMENT AND INTERNATIONAL DEVELOPMENT AGENCIES

Forced displacement in this country has reached dimensions which become more alarming as time goes on, in terms of the number of persons affected, the multiplicity of causes involved, the effects on individuals and wider populations, and the numerous human rights violations perpetrated by all of the armed actors in the conflict.  

The displacement situation is even more alarming if one takes into account its tendency to spread into the farthest reaches of the country. Such a situation requires a holistic strategy, and a level of coordination in accordance with the tremendous variety of needs experienced by the displaced populations. 

DIAL is continually exchanging ideas with other sectors in the international community in order to define strategies for working effectively with the displaced communities, with Colombian NGO´s, and the national government. Such spaces include, the Diplomatic Corps, United Nations organizations, other multilateral and bilateral development agencies and international NGO´s. We respect their autonomy at all levels of action: national, international, governmental and non-governmental, while underlining the importance of the kind of on-going coordination that permits a growing knowledge of the situation and allows us to take advantage of the accumulated experience of all, thereby generating a climate of mutual confidence, knowledge and solidarity. 

Therefore, our approach to the issue of the forced displacement of persons is an integral one that takes into account their human rights and respects the civilian population in accordance with International Humanitarian Law and the principles of sustainable growth. We hope to contribute in this way to the peace and development of the nation.

PROFILE

At the initiative of such Agencies as: Dia konia, Save the Children Fund, Oxfam Great Britain, Christian–Aid, Project Counseling Service; and such observers as: The Norwegian Council for Refugees and Peace Brigades International, the Inter-Agency Dialogue "DIAL", (Diálogo Inter-Agencial, in Spanish) has been carrying out its mandate in Colombia since 1997.  

DIAL provides a space where international agencies for cooperation and humanitarian aid, can coordinate their efforts and come to exercise an influence. Some of these agencies work directly with affected populations, but our primary focus is on national non-governmental organizations dedicated to sustainable development projects which directly benefit the communities which are experiencing forced displacement, as well as other vulnerable population groups within Colombia. 

We see our role within the national context, as promoting immediate responses which become the policies governing attention both in emergency situations and in terms of socio-economic and socio-psychological reconstruction, as well as permanent solutions in the areas of security and legal support; our aim is to attack the problem of forced displacement from all possible angles.

OUR OBJECTIVES

  • Humanitarian Aid. To promote humanitarian actions and international cooperation on behalf of those suffering forced displacement; to promote Human Rights, respect for International Humanitarian Law, and development in accordance with the specific needs of the country.
  • Coordinated Efforts to Move Along Side Affected Communities. To accompany and support in a planned and strategic manner, displaced communities, through the agencies that make up DIAL.
  • Dialogue and Interchange with Other Sectors. To strengthen clarity of thought together with other entities in the international community, as well as with a broad spectrum of participants at the national level.
  • Coordination of Lobbying Activities leading to the empowerment of the most vulnerable sectors of the population.

  • Inform and Express Opinions Regarding the Issue of Displacement. To increase the visibility of our labors, those of national NGO´s and local communities, through the use of the media, both nationally and internationally.

WHAT WE OFFER:
  • We publish, twice a year, an analytical information sheet called "Dialogue", as well as "DIAL Investigations" which comes out three times a year. (Both are published in Spanish and English.) 
  • Informal discussion on topics of national and international interest, means that DIAL offers, and benefits from an invaluable forum for reflection.
